Nanyang Institute of Management (NIM) welcomed 15 delegates from Vietnam for a three-day programme, “Modernizing Public Administration and Building Sustainable Development Capacity in Singapore,” held from 28 to 30 September 2026. The programme gave participants the opportunity to explore how Singapore plans and manages a modern, sustainable city, and to gain practical approaches to public administration that they can adapt in their own context.

Opening and Welcome

The programme began with opening remarks from NIM’s Vice Presidents, Craig Albrightson and Raymond Khoo, who welcomed the delegates and gave an overview of the programme’s focus on urban planning, sustainable development and digital governance. This was followed by an orientation session, where participants discussed the training plan and shared their learning needs, so the sessions could be shaped around the priorities they brought with them.

Classroom Sessions: Learning from Singapore’s Experience

Over the three days, delegates attended five classroom sessions on the policies and practices behind Singapore’s development:

  • Urban Planning and Smart City Implementation Practices looked at how long-term planning and technology come together in city management.

  • Green Growth Strategy and Sustainable Resource Management explored how economic growth can be balanced with careful use of resources.

  • Digital Transformation Leadership Skills and Data-Driven Government examined how leaders can guide digital change and use data to support better public decisions.

  • Modern, Interactive Teaching Methods and Case-Study Teaching for Civil Servant Training introduced practical techniques for designing engaging training for public sector teams.

  • Singapore’s Political System and Governance Model gave an overview of how Singapore’s public institutions are structured and how the country’s governance model works.

Each session was designed to help participants gain strategic insights they can apply in their own work.

Site Visits: Policy in Practice

Classroom learning was paired with site visits, so delegates could see the ideas discussed in class at work in the city.

At the Sustainable Singapore Gallery at Marina Barrage, delegates learned how Singapore manages its water resources and plans for sustainability. At the Singapore City Gallery at the Urban Redevelopment Authority (URA) Centre, they explored how Singapore has planned its land use and city development over the decades. The delegation also visited One Farrer Hotel.

Exchange and Discussion

Throughout the programme, the sessions encouraged open discussion between NIM’s lecturers and the delegates. Participants compared Singapore’s approaches with their own experience in Vietnam, and exchanged views on themes such as smart city innovation, sustainable growth, and the future of public sector training.

Closing Ceremony

The programme concluded on 30 September 2026 with a closing ceremony and certificate presentation, recognising the delegates’ participation.
